• Apply following effects to created layer.

• Merge ellipse with rectangle, the size of merged shape should be around 892*189 px.
• Make ripped edges using small round Eraser Tool.
• Add Color Overlay effect, apply to shape with #f5eed8 color.

• Load selection for created shape and make a new layer, above.
• Process selected area with small round white brush to create ripped paper effect.

• Now, load selection for inside area and fill it with any color in a new layer. Adjust "Fill" setting - 0%and apply Inner Shadow effect.

• You should get something like that:

• Choose soft brush tool and create light spot using it.

• Create following shape using Pen Tool, make top and bottom edges little bit torn using small Eraser Tool.

• Apply Linear Gradient to this shape.
