- Add layer Mask to blurred layer, and fill it with black and white liner gradient like in the screen shot.

- Duplicate zebra layer once again and apply more strong Motion Blur effect.
- Choose Linear Dodge (Add) Blending Mode to created layer.
- Apply small Warp transformation to grated shape.
