- Fill background with linear black/white gradient.
- Create a new layer.
- Click on "D" key to set default colors.
- Apply Render > Clouds filter to this layer.
- Go to Filter > Blur > Radial Blur(100; Zoom; Best).
- Choose Soft Light Blending Mode.
