• Duplicate scratches layer, load selection for it and apply Gaussian blur filter about 25-30.

• Duplicate blurred layer and apply Color Dodge Blending Mode to it, Opacity 10%.

• Bottom panel creation.
  • Duplicate all top header layers except shade layer (black, blurred rectangular). Merge them.
  • Cut out top part of panel.
  • You should get the following shape.

• Apply Metal Gradient Overlay Layer style effect.

• Add dark blue Color Overlay layer style effect.

• Fill a half of bottom panel with white color, Set Fill parameter as 0%.
• Apply white-and-transparent Gradient Overlay layer style effect.

• Make buttons.
  • Create a new rounded rectangular shape.
  • Cut out line areas between buttons.
  • Apply setting, just like in the screen shot below.
