- Insert water texture, and place it above water and sky layer Choose Multiply Blending Mode for this layer.
- Add vector mask and fill it with white/black linear gradient just like in example below:
- Select blur part of image again.
- Fill it with light color in a new layer.
- Deselect, go to filter > Blur > Gaussian Blur (30-40)
- Transform this layer on vertical. I also used Warp transformation.
- Insert image of a building.
- Go to Filter > Blur > Surface Blur (3, 14)
- Go to Filter > Distort > Diffuse Glow (0, 2, 18)
- Duplicate building layer and apply following adjustments to layer style.
