- Draw white line using smooth round brush along the border in a new layer. Go to Filter > Blur > Gaussian Blur (30 - 40)
- Create a new layer.
- Draw large white spot, using smooth translucent brush.
- I also have drawn some water drops in a new layer just like in the example.
- Adjust Blending Options for this layer:
